NukeCops - Last Seen Block v1 is released.

xeronet.org presents the first version of the last seen block.
This is the second phase of the last seen project of xeronet.org. The first phase was the last seen module which was released back in November 2003, we got a lot of comments and suggestions so we decided to release this block.
