NukeCops - New Bug Tracking/Reporting System

We're still building up our staff and getting ready to make a server switch. In the meantime, we're also focusing on releasing a bug tracking system where registered users can submit bug reports and our staff will work on them until resolved (unless they are classified bogus). We'll also have statistics and accountability.

Along with our yet unfilled project management spot, that person will ensure that bugs are resolved, upgrades on time, and new development on schedule.
