I use a program called pixie which uses the IPN feature. The problem as I stated was this. If you havea credit card and make a purchase, once this purchase is made the user receives an email and can download the file via a link. Now, the credit card used is obviously been approved by paypal and no one can know it is stolen until after the fact. It does not matter what you do, you have no way of knowing the card is stolen. In my case they also did a background check on the credit card and they said it was clean and that the person is a regular on Pay Pal. So it doesn't matter how much you think the IPN feature will help, it simply does not apply in this case. If you're interesed to see the program we use, here is the link:
