Alright I am out of ideas. I install new blocks like shoutbox or time clock or mp3 players etc yet none of the blocks show up in the Block section so I can activate them.

100% no idea what to do, any help would be great.

You have to specifically add them under Blocks, selecting the correct filename for the block-WHATEVER file

you should first tell the script you uploaded the block file....
if you scroll a little bit down you should see a dropdown list....
within, your uploaded block files shall appear...
Once done. you see your blocks in the table abbove.... the one you where looking at before
