Suggest you ban by their IP range if they continue to change IP

Obviously, you will ban every user on that range. There isn't anything you can do if they keep switching IPs.

You could try to ban 68.0.1.124.* and 68.0.232.* . This will only ban approx 500 extra ip-adresses.
