In the meantime, I am going to do a clean Nuke 6.5 install (database and all) to see if the problem is database-related or server-related, as opposed to upgrade-related.

Well, thanks for your help. But I think the problem was database-related, especially with regards to implementation of the upgrade scripts. I remember having some problem when upgrading the database and somehow I had to manually extract the SQL statements out of the scripts and insert them using PHPMyAdmin.
As I didn't have a "clean" copy of Nuke 6.5, all I had was the NukeCops 6.5 secure version, I went and downloaded 6.7 from phpNuke.org.
After setting the config.php file to point to a backup copy of my 6.0 database, I checked the new Nuke 6.7 site and all the blocks were missing, just like I described in my other posts! Once I ran the 3 upgrade scripts (6.0 to 6.5, 6.5 to 6.6, 6.6 to 6.7) all my blocks reappeared. Hence my thought that the problem I had before was database-related.
I have now upgraded WestchesterWire.com to version 6.7 and will leave it at that. When GoogleTap comes out for 6.7, I will look into that.
