Firstly, IMHO it's a waste of time banning Dyanmic IP's. The next time that person accesses the site in order to hack it, he/she will be on a different IP, so banning dynamic IP's only serves to possibly exclude legitimate users from your site in the future, possibly other members of your staff even, while said hacker will be free to use a different IP to attack you.
Using the IP query tool will sometimes let you know if the IP is a dynamically assigned one or a static one, and with this info, you can decide whether or not to ban that IP address.
Secondly. Check the IP that was auto-banned. I do believe AOL use proxy servers. Protector may have banned both the Proxy server IP, and the IP assigned to that user, in which case, all other users that access your site via that proxy server will also be denied access.
If you really feel banning the IP (Assuming you know it's a dynamic IP) is worthwhile, then do so, but remove any banned proxy servers, as these are used by a bank of IP addresses, some of which may be allocated to your legitimate users.
