Is it possible to create a simple html site, that will be based on nuke?

Let me tell you what I want, I'd like to use a custom template, like you'd do on an html page, and have no blocks active on it. Only the news posts and a few modules, like an album, the protector system and a guestbook. Then also an easy way to create custom pages.

I was asked this by a friend of mine, and am not to sure what to answer to him. Is it possible? I don't know, maybe you guys can enlighten me.

Sure you can, just use/add whatever modules you want and delete the rest of them... same thing with blocks.

So how do the news blocks appear on the index.htm then?

For example, I create a template in psp or ps and slice it nicely to create the index.htm, how can that be used together with phpnuke?

you can't create HTML files that use PHP unless you use <iframe> (weblink into a webpage) because HTML is static
