Links in own module

Hi there I am building a module and I have some links to php files that i want to put in
Here is the problem
in my index.php i want to link to another php file so I have the following code to link

And as per the howto I have also added the following code to index.php

$ACCEPT_FILE = array();
$ACCEPT_FILE['signup.php'] = 'signup.php';

However when I click the link nothing happens the address changes in the address bar but it doesnt display the new page

Can anyone help me with this

But what is the code that is supposed to load your signup.php actually ?
