I have php nuke and am using a phpbb forum and when i select the option to make it to where the admin approves new member when they join it doesnt work they can still join without my approval. Can anyone tell me why this happens?

Are you using the phpBB forums embedded in nuke? Have you set the permissions on the forums to be for registered users only?
The admin approval part of the bbtonuke forums doesnt work in Nuke (it never has). You will need something like the Approve_Membership Mod which allows you to approve all membership applications for your site.
