Points And Blocks Problem

I have 2 problems that I dont think are related but am looking for a cure to them both.

I am running nuke 7.1 and phpbb 2.0.8

I have not been able to put any newblocks on my site and I was hoping to find the reason why or at least directions to the file that controls the new block installations. I dont exactly know when I lost this ability but not being able to put new blocks on my site has hindered me a great deal.

Also, the points system that comes with the newer versions of nuke is not working correctly on my site. I have a points system for the forums and they work fine. It includes a shop and that too is working. It is just the points system that came with the phpnuke is not. It was at sometime because I have accumulated some points but has stopped and noone is getting any points now.

I would sure appreciate alittle advise on thesew problems.
