How would I set up Coppermine so that a user can go into one of the categories and create their own album? I am finding that the only way people are able to upload pics, is if I create the album manually. But I want to let users set them up so that they can have user albums, etc.

Activate user galleries option.

Then they have their own gallery with albums.
Using v1.2.2b also shows their avatar in the category list

I've gone all through the admin panel looking, but I can't seem to figure out where the user album activation option is?

Did you see the "User settings" part and in there you have the following options:
  • Allow new user registrations
  • User registration requires email verification
  • Allow two users to have the same email address
  • Users can can have private albums
  • Number of days between being able to vote on the same image


And ofcourse the documentation also explains enough so i quit typing.
