i see people running phpBB3 and it's got some cool upgrades that my users would like me to add like "ignore" feature, "youtube" embed feature, etc.

Hello!!

I've founded a "port"...

http://phpnuke.org/modules.php?name=News&file=article&sid=8452&mode=&order=0&thold=0

I can see that the users on phpbb3 are communicated with phpnuke, BUT... the integration with phpnuke is the last task.

Is it easy to do?

The port you show is basicly comming from osc2nuke.

I doubt phpbb3 will be "intregrated" into php-nuke , the other way around would be a better choice and even then it would be a pain.

However basicly it is verry simple to let correspond phpbb3 with php-nuke as long as use the bridge from osc2nuke ( posseble oliver's on smeego.fr aswell).except for the theme's there wont be ANY theme around in nuke world what would also let match your phpbbb3 forum with the php-nuke site.
And php-nuke's blocks system inside phpbb3 , i think you can forget that aswell.

Ofcourse all i say isnt totaly imposseblbe, but then you go folow such a strange way, where you go see all you do not make any sence anymore.
See it as putting a ferrari engine inside a west-german trabant. the engine wouldnt come to it's right...
