This is seen by anyone who is not logged into the site and you have navtap running. Navtap is the premiere tool bar navigation system used here at Nuke Cops (see the blue bar at the top of the page...)

Do a search in the news and the forums - it was released about a month ago and is available for download through those links.
Though if you have 6.5 enhanced I believe it is already on your system, you just need to activate it.
